The Ministry of Commerce released a public notice today on procedures for certifying the exemption of imported cold-rolled steel products for producing tin plate from antidumping duties (hereinafter referred to as Black Plate steel).
On January 14, 2004, the Ministry of Commerce publicized its decision to resume the antidumping duties on cold-rolled steel products originated from Russia, Republic of Korea, Ukraine, Kazakhstan and Taiwan Region (hereinafter referred to as products under investigation). Black Plate steel under Tariff Heading No. 72091800 of the Customs' 2001 Import Tariff Schedule (Tariff Heading No. 72091810 and 72091890 of the 2004 Import Tariff Schedule) is not covered by the Decision.
The major procedures for exempting cold-rolled steel imports for producing tin plate from the antidumping duties are as follows:
I. Tin plate manufactures and their import agents in the mainland of China (hereinafter referred to as importers) shall make applications for import certification documents to the License Administrative Bureau of the Ministry of Commerce
II. Before applying for the import certification documents, importers shall first go through the registration procedures at the Quota and License Administrative Bureau.
III. Registered importers shall submit their applications to the Quota and License Administrative Bureau.
After verifying and examining the application, the Quota and License Administrative Bureau sign and issue the import certification document.
The Customs shall exempt imported Black Plate steel from antidumping duties upon presentation of the import certification document signed and issued by the Quota and License Administrative Bureau.
